Infrastructure Management (2022) This study is to investigate the possibility of introducing an infrastructure management system that utilizes advanced technology. The system provides the function of an infrastructure diagnostic system that utilizes image analysis technology using AI that contributes to road maintenance field. As a characteristic advantage, the system is a smartphone-based application and using a cloud service for storing data and analyzing. The system will be able to provide instantly road inspection skill and road maintenance technologies accumulated in Japan to road managers in ASEAN countries without a large amount of initial investment. In this study, we try to get opportunities to introduce the system in Indonesia and Singapore, and field trial in the studies are conducted with not only road authorities but also private companies who conduct road inspection for getting realistic evaluations and reflecting to localization in each country.

River-related Disaster Prevention (2022) This project promotes the development of smart cities based on the content of exchanges of opinions carried out between the Ministry of Land, Infrastructure, Transport and Tourism and Davao City, Cavite Province, Philippines (hereinafter referred to as "Cavite and Davao"). In this study, prototype systems of two systems ((1) Disaster prevention dashboard system in Cavite that can collect and organize information and expedite decision-making in the event of a disaster, and (2) AI-type water level observation system that enables automatic water level observation using existing cameras (CCTV) in Davao) will be developed. In addition to operating the constructed system and verifying its applicability and effectiveness, we will consider the introduction of future system based on the results of hearings from each officers.

Phuket (2022) This study is for smart development in the transport sector of Phuket、Thailand, a world renowned tourist destination, to facilitate comfortable and convenient movement on the island for tourists and residents alike.
Specifically, traffic data acquired from AI imaging analysis of CCTV data and probe data will be integrated with probe data to calculate optimal routes; this proposed technology is expected to reduce travel times and traffic congestion. The results of analysis will be provided to drivers via a MaaS application and information boards, and a technical study will be conducted on how to present the information to drivers in addition to identifying the legal restrictions for private sector use of public CCTV data.

Johor Bahru (2022) Water pollution is a serious problem on the Sukudai River in Johor Bahru, Malaysia. For the purpose of development for effective measures, a feasibility study on “Enhancement of Skudai River Management and Monitoring Tool” was conducted for real-time visualization of water quality, sharing infromation and coordination among stakeholders in fiscal year 2021.
Based on the result of the feasibility study, this fiscal year project prepares the tender documents in accordance with review of technical requirements and develops the detail planning that which includes not only prototyping/pilot projects but also system maintenance for the future.
In addition, in terms of the reduction for river disaster, this project studies expansion of monitoring system and considers the possibility of installing water level meter and incorporating water level information into the monitoring system.

Phnom Penh (2022) This project aims to examine the introduction of smart bus shelters in Phnom Penh, Cambodia to promote the use of public buses and contribute to the realization of a smart city in Phnom Penh. The following activities will be carried out based on the results of the feasibility study conducted in the previous fiscal year: experimental implementation in Phnom Penh, proposal of data platform building, and proposal of operational organization. The experimental implementation is to identify potential issues that may arise in the full-scale implementation and to confirm the opinions of not only related authorities but also bus users for the smart bus shelters.

Evacuation Behavior (2021) This study examines the feasibility of introducing an efficient and effective evacuation promotion system that utilizes advanced Japanese technologies to support smart disaster prevention in ASEAN cities. In the study, the Jakarta metropolitan area in Indonesia and cities around the Manila metropolitan area in the Philippines were selected as the target cities, taking into consideration the disaster risks and disaster prevention needs of each ASEAN city. Then, through interviews with each city and on-site surveys, a detailed understanding of the issues and needs of each city are obtained in terms of evacuation promotion. Moreover, a technical and financial study are conducted on the introduction of an evacuation promotion system that utilizes Japanese technologies, such as flood forecasting technology using longitudinal water level observation data of rivers and a cloud-based water disaster information management system.

Traffic Congestion and Safety (2021) A study will be conducted for the introduction of a traffic management system that effectively utilizes CCTV data analysis to improve traffic congestion and safety in Phuket, Thailand.
In this study, data from existing CCTV, along with additional video footage from field surveys, will be analyzed.The use of AI image processing to analyze the traffic volume from each direction, OD, and vehicle trajectory in combination with big data will be studied. Proposals on various uses and combinations of data will be developed and the creation of businesses utilizing imaging data for smart cities will also be studied.

Traffic Congestion and Safety (2021) Public transportation in Hanoi is buses, MRT, and taxies, but most people travel by motorcycle. Traffic congestion, air pollution, and accidents caused by excessive use have become serious social issues.
Hanoi City is planning to ban private motorcycles in the city by 2025.
To solve those issues, this project aims to develop the shared AI on-demand bus service. By setting up points by 200 meters within a radius of approximately 2 km and providing an service, we will investigate all mobility needs, and verify the issues and effects for commuting and daily transportation, as well as that connects public transportation with one-mile to destinations. We will facilitate future projects.

Flood Management and River Management (2021) This study examines the feasibility of introducing an efficient and effective water disaster management system or river management system that utilizes advanced Japanese technologies to support smart disaster prevention in ASEAN cities.
In the study, target cities are carefully selected after comprehensively analyzing the disaster risks and disaster prevention needs of each ASEAN city.
Through interviews with each city and on-site surveys, a detailed understanding of the issues and needs of each city are obtained in terms of water disaster management or river management, and possible solutions are detected taking the needs, the existing facilities, and technological capabilities of the target cities into account.
Moreover, financial studies are conducted on the introduction of a water disaster management system or a river management system.

Energy System (2021) Indonesia has the largest number of islands in the ASEAN countries. Therefore, strengthening the energy security of the islands and developing a resilient infrastructure are important issues for Indonesia, which is composed of many islands.This project implements a feasibility study at Makassar city, the central city of eastern Indonesia, and one of the 26 cities of the ASEAN Smart City Network (ASCN). In Makassar city, several islands are supplied electricity at night only and are required to improve access to electricity. This project investigates local issues on the island and examines the possibility of introducing an efficient and effective energy system that utilizes Japanese advanced technology and solution.

Wastewater-Based Epidemiology (2021) This project is pre-Feasibility Study for establishing a monitoring system and data platform in Denpasar, using Wastewater-Based Epidemiology that detects SARS-CoV-2 from wastewater. The data collected is used to estimate the prevalence of infection and evaluate health conditions. In addition to "improving public health," which is the original function of sewerage systems, this project adds new value through digital-transformation: "detecting signs of infection earlier and giving decision-making materials for public health measures”. In the long term, the project targets infectious diseases other than SARS-CoV-2, aiming to improve the entire region’s health by establishing epidemiological information infrastructure that complements medical information.

Cebu (2021) In Cebu City, traffic congestion is getting serious due to spreading rapid urbanization. To improve the traffic situation, development of road infrastructure, BRT, and traffic signal control systems have begun. Furthermore, Cebu City, has a concept to develop a transportation application that will provide travel information to residents and visitors. Hence, the Study aims to understand the traffic situation in the city by using AI image analysis technology as a big data approach and to verify its effectiveness. Also, it will identify the issues and needs in the field of transportation in Cebu, and propose a transport apps and data platform as the solution.

Johor Bahru (2021) In Johor Bahru, Malaysia, the Johor River is one of the main water sources supplying treated water for Iskandar Malaysia. However, the combined effects of rapid development and climate change have caused occurrences of rise in water level of the river and floods along the river to be more frequent and unpredictable. Therefore, a new system providing information for residents to evacuate properly in flooding is needed. Based on such needs, as a part of the promotion of smart city development in Johor Bahru, this project will conduct a survey and study on the introduction of the river disaster risk management system in the Johor River. The project will also examine the effective utilization of a planned Smart city site toward building a future healthcare hub and will introduce possible Japanese healthcare technologies.

Johor Bahru (2021) In Johor Bahru, Malaysia, the Skudai River is one of the primary water sources supplying treated water for Iskandar Malaysia. However, the combined problems of rapid development and climate change have caused negative influences to the development of water supply facilities and infrastructures, resulting in serious water pollution in the Skudai River. Under this circumstances, it is indispensable to accurately identify the cause of the pollution in order to take effective countermeasures. Therefore, there is a need for development of tools to visualize real-time water pollution in the river and to promote collaboratoion among stakeholders including governments.
Based on such needs, as a part of the promotion of smart city development in Johor Bahru, this project conducts a survey and study on the introduction of a river environment monitoring system in the Skudai River

Kuching (2021) In Kuching, Malaysia, for development of smart city, establishment of a system for overall optimization and improvement of safety by upgrading the traffic and flood management systems, and for improving administrative services in the local government is a pressing issue. This project will conduct a survey and study on the establishment of the holistic traffic and flood monitoring system for smart city development in the city. It aims at interactive analysis of floods and traffic, traffic congestion analysis using the probes technology, and supplementing existing traffic data by analyzing road information using CCTV. Further, the project will also examine the applicability of Japanese technologies and solutions about blockchain to apply for commercial transactions by various economic sectors and government agencies.

Vientiane (2021) Smart JAMP in Vientiane supported formulation of Smart City MP and Action Program to accelerate implementation of General Urban Plan approved in 2020 and to realize smart urban management. Smart City MP targets 2030 and has 5 sectors as “Urban Development”, “Transportation”, “Tourism”, “Environment” and “Living”. Each sector has development policy to solve urban problems by smart solution. Action Program consists of priority projects and implementation plan, which are studied according to matching with Vientiane’s needs and Japanese seeds. It is expected for Vientiane to realize sustainable development in accordance with Smart City MP and Action Program with Japanese cooperation.
