Smart JAMP (2021) Master Plan Study for Smart City and Pre-feasibility Study on the Introduction of an Advanced Sewage Treatment System in Luang Prabang, Lao People's Democratic Republic


Luang Prabang City with a population of 100,000 is a tourism destination in Lao PDR, whose central area was registered as UNESCO World Heritage Site in 1995. The city attracts a number of domestic and international tourists, reaching 860,000 in 2019.
While tourism is essential, the city is facing various challenges: an upcoming spike of tourist number due to the opening of the Lao-Chinese high-speed railway, vulnerable operation and maintenance system in the heritage area, unplanned urban developments, lagging ICT adoption, etc. To achieve the sustainable tourism development, this study outlines a big picture of smart city, proposing some priority projects adopting Japanese advanced technologies including implementation schemes.



SmartJAMP(2021) Master Plan Study for the Realization of Smart City in Vientiane, Lao People's Democratic Republic


Smart JAMP in Vientiane supported formulation of Smart City MP and Action Program to accelerate implementation of General Urban Plan approved in 2020 and to realize smart urban management. Smart City MP targets 2030 and has 5 sectors as “Urban Development”, “Transportation”, “Tourism”, “Environment” and “Living”. Each sector has development policy to solve urban problems by smart solution. Action Program consists of priority projects and implementation plan, which are studied according to matching with Vientiane’s needs and Japanese seeds. It is expected for Vientiane to realize sustainable development in accordance with Smart City MP and Action Program with Japanese cooperation.
