- The official website of the 3rd ASEAN-Japan Smart Cities Network High Level Meeting has been launched
The Ministry of Land, Infrastructure, Transport and Tourism of Japan is hosting the 3rd ASEAN-Japan Smart Cities Network High Level Meeting to promote cooperation for the ASEAN Smart Cities Network (ASCN).
The 1st Meeting, held in October 2019, gathered approximately 800 participants, including invited guests from ASEAN countries. The Japanese government presented related Japanese technologies and know-how, discussed issues and needs common to ASEAN cities, and confirmed continued cooperation from Japan, led by the Japan Association for Smart Cities in ASEAN (JASCA).
The 2nd Meeting was held online in December 2020, in which some 1,200 participants shared success stories in related areas in ASEAN countries and Japan. On this occasion, the Japanese government proposed the Smart City supported by Japan ASEAN Mutual Partnership (Smart JAMP) , through which the Japanese government supports the realization of smart cities in ASEAN. The proposal was warmly welcomed by the ASEAN countries.
The upcoming 3rd Meeting is expected to further contribute to the promotion of smart cities across ASEAN, serving as a forum for sharing among the participants initiatives in ASEAN countries and the progress made through Smart JAMP since the previous Meeting, and for discussing concrete policy measures to realize smart cities.

Mohammad Nazri Mohammad Yusof was appointed as Permanent Secretary of the Ministry of Transport and Infocommunications, Brunei Darussalam on 15th December 2018. His previous designation was as Acting Director of Civil Aviation, Ministry of Transport and Infocommunications from 1 January 2015. Since entering Government service as an Engineer in 1993, Mohammad Nazri has served in the Ministry of Development in various capacities including as Head of Infrastructure and Industry Policy Planning Development Division and Acting Director of Housing Development.
Mohammad Nazri is a Chartered Civil Engineer and an engineering graduate from the University of Manchester Institute of Science and Technology (UMIST), United Kingdom; and holds a Master in Public Administration from Lee Kuan Yew School of Public Policy National University of Singapore. He is a Chartered Member of the Institution of Civil Engineers United Kingdom; and Corporate Member of the Institution of Surveyors, Engineers and Architects (PUJA) Brunei. He is also a Professional Engineer registered with the Board of Architects, Professional Engineers and Quantity Surveyors of Brunei Darussalam.
Mohammad Nazri is the current Chair of ASEAN Smart Cities Network which is a collaborative platform where cities from the ten (10) ASEAN Member States work towards the common goal of smart and sustainable urban development. Nationally, he is a member of Brunei Darussalam’s Smart City Steering Committee whose role is to develop and monitor the implementation of smart city initiatives in Brunei Darussalam as well as to ensure a continuous coordination and alignment of smart city initiatives to Brunei Darussalam Digital Economy Masterplan 2025.

Mr Lim Chze Cheen is the Director of the ASEAN Connectivity Division under the Office of the Secretary-General at the ASEAN Secretariat. He coordinates the development of the Master Plan on ASEAN Connectivity (MPAC) 2025 and its preceding document.
Prior to assuming this position, he was Assistant Director of the Strategic Planning and Coordination Division, which managed the overall reporting of progress of ASEAN Community as well as the development of ASEAN cooperation programmes and projects. He earlier served as Assistant Director handling ASEAN Economic Community coordination, particularly the development and monitoring of the ASEAN Economic Community Blueprint 2015, and Senior Officer handling Trade in Services.
Before joining the ASEAN Secretariat in 2005, Mr Lim was a Senior Research Officer at the Malaysian Institute of Economic Research (MIER), specialising in macroeconomics and industrial studies.

Hugh graduated from the University of Liverpool in 1987 with a Bachelor of Engineering (First Class) degree on a Singapore Armed Forces (Overseas) Scholarship. He holds a Master of Science (Management of Technology) from the Massachusetts Institute of Technology, United States of America, 1998.
Hugh joined the Singapore Armed Forces in 1984, and attained the rank of Brigadier-General on 1 Jul 2005. He has served in a variety of command and staff positions, including Chief Engineer Officer, Commander 6 Division, Commander Training and Doctrine Command (TRADOC) and Chief of Staff, General Staff.
Prior to joining CLC, Hugh was the CEO of the Building & Construction Authority (BCA). Previously, he held the appointments of Deputy Secretary (Community, Youth and Sports) at the Ministry of Culture, Community and Youth, and the Deputy Secretary, Ministry of Law.
He is married with three children, and has a keen interest in technology, sports and photography.

Haji Hairul Mohd Daud bin Haji Abdul Karim, was appointed as the Deputy Permanent Secretary (Infocommunications) at the Ministry of Transport and Infocommunications, Brunei Darussalam in December 2018. He is also the Secretary for Brunei Darussalam’s Smart City Steering Committee.
Haji Hairul Mohd Daud bin Haji Abdul Karim holds a Master of Law (LLM) in IT and Telecommunications from the University of Strathclyde, United Kingdom (2006), and a Bachelor in Engineering (Hons) Electronic and Electrical Engineering from University of Glasgow, United Kingdom (1999). PROFILE
Vannak Seng received his Post-Master Degree (HMONP) in Architecture and Urban Planning from the National School of Architecture Paris-Malaquais (within the National Fine Arts School) in Paris in 2008. In 2010 he joined the City Hall of Phnom Penh as Chief of the Urbanization Office and was promoted to Deputy Director of the Urban Management Division in 2014. In April 2018 he became Director of Administration of Phnom Penh City Hall directing 12 divisions containing 24 specific offices of the City Hall, coordinating day to day technical and administrative operations between national and local authorities, changing policies by being part of all boards of city hall leadership, monitoring items on board of governor agendas. He also oversees reports budgets, human resources, investment plan, urbanization plan and implementation plan of the city. As a recognized urban planner and architect in Phnom Penh, he was asked to be part of judges for different competitions in architecture and urbanization.

Haji Rosli bin Nordin joined the City Hall Kuala Lumpur in 1993 as a City Planning Assistant Officer and later was promoted as a City Planning Officer at the Department of City Planning. He is currently the Senior Deputy Director in the Research and Development Division, Department of City Planning.
He is very much involved in the preparation of development plans at Kuala Lumpur City Hall which include the Kuala Lumpur Smart City Master Plan and Kuala Lumpur Climate Action Plan 2050, since the formulation of development strategies and policies, to engaging the public and ensuring that they are in line with the targeted vision and goals set for Kuala Lumpur.

Supakorn graduated from the Electrical and Electronic Engineering department, Imperial College, London. In 2001, he joined NECTEC as a research scientist and led various projects involving computer vision, intelligent transportation systems, rural education promotion, and smart city.
Since 2015, he has served the Royal Thai Government’s smart city initiative and led the implementation of smart city in Phuket. Born in 1971 at Yokohama, Japan.
In March 1994, he graduated College of Natural Sciences, University of Tsukuba.
After that he entered the doctoral program in Institute of Geoscience, University of Tsukuba. He obtained a Ph.D. in science in March 1999. The theme of Ph.D. thesis was about CO2 dynamics in forest and grassland soils. His research background is hydrology, especially soil water/carbon cycles and isotope hydrology.
Until March 2009, he continued his research as a staff member of University of Tsukuba (except for the financial year 2003, in which he worked at National Institute for Environmental Studies (NIES) and studied on water quality in Lake Kasumigaura).
In April 2009, he moved to Hokkaido University. Mainly as a staff member of Soil Science Laboratory, Research Faculty of Agriculture, he studied on the evaluation of greenhouse gas emission from tropical peatland in Indonesia.
In April 2016, he moved to Midori Engineering Laboratory Co., Ltd., an IoT system integrator for field monitoring. As a system engineer, he designed and developed new IoT systems and conducted maintenance works at home and abroad. He was appointed to current position in July 2019.

Rushi Rama leads the G20 Global Smart Cities Alliance (GSCA), a flagship project managed by the World Economic Forum Centre for the Forth Industrial Revolution.
Prior to joining the Forum, Rushi advised the UK Government on its national programme for digital transformation of local public services.
Rushi led the strategy team at the UK’s preeminent institute for smart cities, the Future Cities Catapult.
In that capacity Rushi devised smart city strategies for two of the UK’s four capital cities, while leading the Catapult’s thought leadership and global research on smart cities.
Rushi holds a Masters degree in Economics and a Bachelors degree in Philosophy, Politics and Economics, both from the University of Oxford.

Rachel is the Co-Lead Investigator of the Smart City Practice at Eden Strategy Institute. She is a key contributor to the research and thought leadership behind the Top 50 Smart City Governments 2020/21 ranking and has interviewed mayors and smart city practitioners around the world to uncover insights and learnings for the publication. Rachel is also active in the Future of Mobility space and has co-developed a novel impact quantification toolkit to holistically measure the costs and benefits of a variety of transport modes, including electric vehicles, EVTOLs, and autonomous vehicles. During her time at Eden, Rachel has advised companies and organisations in their energy transition, assessed the impact of grant schemes for small businesses, and identified market opportunities for international businesses in Southeast Asia. Rachel is passionate about using a multidisciplinary approach to tackle global issues, especially in the field of smart cities. Rachel has a BSc. in Environmental Studies from Yale-NUS College.
