開催概要

国土交通省は、ASEANスマートシティ・ネットワーク(以下「ASCN」)※1への協力を推進するため、令和4年12月4~5日に「第4回日ASEANスマートシティ・ネットワーク ハイレベル会合」をASEAN各国、国内関係省庁、関係自治体と連携して、福島県会津若松市及び楢葉町・広野町にて開催します。

この会合は、2019年以来毎年開催している国際会議であり、日本とASEANとの間のスマートシティ分野における協力関係の構築に貢献してきました。今年の会合では、これまでの協力の成果を踏まえ、スマートシティの実装に向けた議論を行う予定です。また、福島県内のインフラ等施設を視察するテクニカルツアーや日本の民間企業とASCN各国・各都市間の交流を促進する官民交流セッション等を実施します。

Dato Lim Jock Hoi was the Permanent Secretary at the Ministry of Foreign Affairs and Trade, Brunei Darussalam since 2006. During his tenure, he served as Brunei Darussalam’s Senior Official for the ASEAN Economic Community Pillar, the Asia-Pacific Economic Cooperation, and the Asia-Europe Meeting. He was a member of the High-Level Task Force on ASEAN Economic Integration since 2001, serving as Chair in 2017. He was Brunei Darussalam’s Chief Negotiator for the Trans-Pacific Partnership Agreement, as well as for the P4, precursor to this negotiation. Between 2011-2017, Dato Lim was the Chairman of Governing Board of the Economic Research Institute for ASEAN and East Asia.

Mr. Satomi Ryuji was named Parliamentary Vice-Minister of Economy, Trade and Industry in August 2022. He joins the Ministry of Economy, Trade and Industry (METI) from Japan’s House of Councillors where he is a member representing Aichi Prefecture in Japan’s Kansai region.

Mr. Satomi is currently serving his second term at the House of Councillors. During this time, he has served as Director of several key policy committees including the Research Committee on National Life and Economy and the Special Committee on Official Development Assistance. As a member of Japan’s House of Councillors, Mr. Satomi has also served in several key roles within the Komeito Party.

Prior to winning election to public office, Mr. Satomi served as a civil servant. He joined the Ministry of Labour (now part of the Ministry of Health, Labour and Welfare) directly after graduating from university. During his career at the Ministry, he served in several senior roles including First Secretary at the Embassy of Japan in the United Kingdom, Counsellor, Regional Revitalization Bureau, Cabinet Secretariat and Counsellor, Minister's Secretariat.

Mr. Satomi is a graduate of the University of Tokyo’s Faculty of Economics. He was born on October 17, 1967, in Kyoto Prefecture.

H.E. Dr. PEN SOPHAL is a Secretary of State of the Ministry of Land Management, Urban Planning and Construction of the Royal Government of Cambodia. He has held this office since September 2013.

Born in Phnom Penh on 5 April 1970, he is an architect and lawyer with a distinguished career in public services such as the Permanent Deputy Chairman and Secretary General of National Committee for Land Management and Urban Planning and the Secretary General of National Committee for Cambodia's Coastal Management and Development at the level of Secretary of State from 2012.He is also a Governing Council member of APSARA Authority and a Governing Council Member of Board of Cambodian Architects. In the Ministry he assists Senior Minister, Minister of Land Management, Urban Planning and Construction on Land Management, Urban Planning, Construction Permits and Coastal Management and Development.

He holds the PhD, Master and Bachelor of Law specialized in Public Law in Phnom Penh and also hold the Master and Bachelor of Art in Architecture and Town Planning in Phnom Penh. Dr. Pen S FRICS is a fellow of Royal Institute of Charters Surveyors (Asia).

Dr. Pen Sophal has passed a lot of Professional training as city Planner in Japan, in Netherlands, in Singapore and in South Korea.

He was employed by UNESCO as a lecturer of theory of practice in Architecture between 1997 and 2003 for Royal University of Fine Arts. Lecture of Architecture and Urban Planning Framework for Norton University and Professor for doctoral degree in law at Royal Academic of Cambodia. Now he is a lecturer at Ecok Royal Administration (ERA)

He was the Cabinet Director of Senior Minister of Land Management, Urban planning and Construction between 2003 and 2006 and he was the director of Urban Planning Department between 2006 and 2013. As a director of Urban Planning and Secretary General of the National Committee for Land Management and Urban Planning, he has made a lot of frameworks for the Ministry including draft law on Land Management and Urban Planning, Sub- decree on Urban Planning, Government circular on Coastal Development framework, Procedure for Urban Land Use and Master Plan, national policy for spatial planning, and other Ministry Regulations. He is a leading professional person with high experiences in Urban and Spatial Planning in Cambodia and his recent leading works such as the completion of Regional Spatial Plan of Cambodia Coastal Area, Sihanoukville provincial Spatial Plan and 14 Urban Master Plans for Cities and Towns and continuing to complete all urban Master Plans in Cambodia Cities and Towns.

Dr. Pen received a number of awards, including a gold medal, Medal of Preah Mohaksatreyani Preah Sisovat Monivong Kosamak Nearyroth at Mohaseireyroth Level, Medal of Monisaraphorn at Mohaseireyroth Level, Medals of the Kingdom of Cambodia at Mohaseireyroth Level, Medal of the Kingdom of Cambodia at Mohasena Level and Medal Cheatopakar from the King and the Royal Government of Cambodia.

Mr Lim Chze Cheen is the Director of the ASEAN Connectivity Division under the Office of the Secretary-General at the ASEAN Secretariat. He coordinates the development of the Master Plan on ASEAN Connectivity (MPAC) 2025 and its preceding document.

Prior to assuming this position, he was Assistant Director of the Strategic Planning and Coordination Division, which managed the overall reporting of progress of ASEAN Community as well as the development of ASEAN cooperation programmes and projects. He earlier served as Assistant Director handling ASEAN Economic Community coordination, particularly the development and monitoring of the ASEAN Economic Community Blueprint 2015, and Senior Officer handling Trade in Services.

Before joining the ASEAN Secretariat in 2005, Mr Lim was a Senior Research Officer at the Malaysian Institute of Economic Research (MIER), specialising in macroeconomics and industrial studies.

Honorable Mr. Benjamin "Benhur" C. Abalos, Jr., is the Secretary of the Department of Interior and Local Government. He has served as the Chairman of the Metropolitan Manila Development Authority and as Mayor and Congressman of Mandaluyong City. While serving as the local chief executive in Mandaluyong, Mr. Abalos also served, in a concurrent capacity, as President of the League of Cities of the Philippines from 2007-2010 and of the Union of Local Authorities in the Philippines. He was also a lecturer at the University of the Philippines, the National College of Public Administration and Governance, the Development Academy of the Philippines, and the Local Government Academy.

Interior Secretary Abalos is also awarded Most Outstanding Mayor conferred by the Senate and House of Representatives and leading universities in the country. Not only is he the guiding force of the city, but he is also likewise the source of inspiration to serve every Mandaleno. The man behind the slogan: DEEDS NOT WORDS (GAWA, HINDI SALITA) is a trademark governance he hopes would inspire other local leaders to provide genuine public service.

MAIMUNAH JAFFAR PROFESSIONAL BIOGRAPHY

Maimunah Jaffar promotes and practices sustainability and innovation in delivering her daily works in Iskandar Malaysia. She set out on her worked life as an architect in California, USA in year 1988 and she returned home 1992 and worked as an urban designer in Kuala Lumpur. She joint Iskandar Regional Development Authority (IRDA) in 2007, and now she is one of IRDA’s Director and leads the Technology and Innovation workstream. She co-developed the 1st Iskandar Malaysia Comprehensive Development Plan in 2005, and Smart City Iskandar Malaysia Framework in 2012.

Maimunah leads the Smart City team in IRDA and Chief Smart City Officer for Johor Bahru in the ASEAN Smart City Network program alliances. She is currently the Chairman for Malaysia Green Building Council Southern Chapter to promote building sustainability and energy efficiency and Council Member for Malaysia Smart Cities Alliance (MSCA), a newly Malaysia formed industry led association.

She has successfully secured Iskandar Malaysia to become a pilot project for the United Nation Energy Efficiency Acceleration program, launched at the United Nations conference, New York. She represented Iskandar Malaysia to launch and speak in the Conference of Parties (COP) and speaks at various national and international conferences and summits on the topic of Sustainable and Smart City. And in 2015, the Massachusetts Institute of Technology (MIT) selected Maimunah as one of the many females faces in sustainable places exhibition in Boston, USA.

Then he received master degree and Ph.D degree in computer science, system optimization and information security from Univeristy of Technology of Troyes. Mr. LIM Ymeng is a member of Battambang Smart City Committee since 2018.

Before working as the Director of One Window Service Unit, Battambang Provincial Hall, Mr. LIM Ymeng was the Acting Director of Inter-sectorial Division from 2020 to 2022, and officer in-charge of urban planning and development from 2007 to 2014. He is also a guest lecturer for the subject of urbanization and planning laws at the National University of Battambang (NUBB). He earned master’s degree in urban planning in 2017 at the University of Melbourne, Australia. He is very much interested in green and sustainable development in a smart way.

Supakorn graduated from the Electrical and Electronic Engineering department, Imperial College, London. In 2001, he joined NECTEC as a research scientist and led various projects involving computer vision, intelligent transportation systems, rural education promotion, and smart city. Since 2015, he has served the Royal Thai Government’s smart city initiative and led the implementation of smart city in Phuket. He joined depa in 2017 as Vice President of the Smart City Promotion department, in charge of driving smart cities around Thailand. Since April 2019, he has served as Executive Vice President in charge of smart city promotion, IoT and digital innovation, and digital platform promotion.

As Director for Sustainable Infrastructure of the Ministry of the Environment of Japan, NISHIKAWA Junko works on promoting international cooperation for transition to decarbonization and sustainable infrastructure.

She brings 20 years of experience in policy development and project management in Japan and abroad. In the ministry, she played active roles in international policymaking process under the Basel Convention and the Montreal Protocol and managed regional and bilateral projects especially in Asia and the Pacific region.

Profile

Before graduating from the University of Tokyo's Department of Urban Engineering in 2015, he was involved in revitalization projects in Shimokitazawa, Ekoda, Hongo, etc., where he wanted to "increase the liveliness in the community and ultimately increase the number of towns that I myself can enjoy as a user.

During the same period, he was involved in urban data and traffic data analysis for a research project at the same graduate school and a ride-sharing company, analyzing in particular the correlation between various communication media records and traffic and leisure behavior. He thought that the development of communication methods would reduce the number of activities on the real space, but found that new communications would increase the frequency and the real.

Rather, we wanted to find a winning pattern of bustling real life and realize measures to intentionally create bustling real life, and to implement cutting-edge technology locally with an eye toward a society that can get more data through autonomous driving and smart cities. As a result, he founded scheme verge, Inc. in 2018.

Career

Through 27-year career at Sony Corporation, I experienced parts/components OEM business, in-flight entertainment business working in the U.S., new format development, and global strategy for video projectors etc., including management experience at manufacturing facility. In 2015, I joined Asahi Rubber Inc., and the next year, I moved to Chicago to establish the position of our U.S. sales company in the automobile market. I moved back to Japan in 2021 and have been involved in Medical and Life Science business since then.
